<p>Earlier this week, the same tribe announced plans to build a casino in Taunton, Massachusetts. The Wampanoag Aquinnah tribe is a federally recognized tribe. That is important, because there is only one casino license up for grabs in southeastern Massachusetts. State law gives first preference for that license to federally recognized tribes. That gives the Wampanoag Aquinnah an edge over others who want to operate a casino in the area. According to the Bureau of Indian Affairs website, <a href="http://www.bia.gov/" target="_blank"><strong>bia.gov</strong></a>, the tribe has until July 1 to get a referendum passed and negotiate a compact with the state of Massachusetts.</p>
<p>Mayor Flanagan has said that, as of yet, the tribe has not yet provided an exact location for the casino. Such details would need to be a part of any proposal from the tribe. Other details are also needed before any referendum can be scheduled.</p>
<p>Even without the brick and mortar casinos, there are still gambling options for residents of the Bay State. District Council has repealed online gambling regulation. On Tuesday, the District Council voted by a 10-2 margin to repeal the law, brining regulation in the American capitol to an end.</p>
<p>Last year, the District Council passed the first law in the United States to regulate online gambling. The law would have created a regulatory system where the D.C. Lottery runs online gambling sites and oversees them to ensure safety and adherence to regulations. Players would have initially been able to only gamble at certain online hubs, but eventually it would have been allowed anywhere within the district. The law was passed after it was slipped into a supplemental budget bill by Councilman Michael Brown. The online gambling regulation was never debated by the council.</p>
<p>When news broke that while passing an uncontroversial budget bill, the council had unknowingly voted to regulate online gambling, some were unhappy. There was public outcry from anti-gambling groups. Some questioned Brown’s ethics, saying that he had a conflict of interest, having previously worked for an online gambling company. The council decided to hold public hearings to get some feedback on the issue, and the feedback from the public was decidedly mixed. One councilmember proposed repealing the law and introduced legislation to do that. In all this time, the regulation was never implemented. The government seemed to realize that there was a good chance the law wouldn’t last, so they decide to wait it out. Previously the Justice Department had operated under the opinion that the Wire Act outlawed all forms of online gambling in America, regardless of the location of the company offering the games. However, on Friday, the department released a letter stating that they agree with a 2002 court ruling that the Wire Act does not prohibit non-sports betting.</p>
<p>The Wire Act was passed in 1961 in response to a growing trend of people placing bets with <a href="http://www.onlinebetting.net/sports-betting/" target="_blank"><strong>sportsbooks</strong></a> over the phone. The Internet did not exist yet and aside from visiting the bookie in person, this was the only way to conduct the transaction. The Wire Act states that it is illegal to bet on sports through electronic means. Because of the wording of the law, it also applies to the Internet, even though that form of electronic communication did not exist when the law was written.</p>
<p>The Wire Act does not apply to online casino games, online lotteries or online poker. That means each of those gambling activities are legal in the United States unless banned by some local law. For example, Washington state bans online gambling and the state of Utah bans all forms of gambling, even charitable gambling. If your local government does not have a law banning online gambling, it, with the exception of sports betting, is legal. That has always been the case, but the Department of Justice has finally admitted it.</p>

There are some things about card counting that you need to be clear about, though.</p>
<p>First, card counting isn’t as hard as it seems. A lot of people think you need to be a mathematical genius or a savant to count cards, but that isn’t true. The simplest card counting strategy only requires being able to count to one. You subtract one from the count for high cards, add one for low cards, and don’t add anything for cards in the middle. That is the simplest high-low count and it works for many blackjack players. The hardest part isn’t the math; it is being able to count all of the cards that are dealt if the dealer is fast.</p>
<p>Conversely, making money at blackjack isn’t as easy as it seems. You see movies where people go to the blackjack table, count cards, and then walk out of the casino with millions. It doesn’t work that way. In most cases, money is made small increments at a time. It will take a lot of patience and dedication to make big money at blackjack, and even then it’s not guaranteed.</p>
<p>The other big thing you need to know is the legality. Be sure to read your local laws regarding card counting to make sure you are in compliance. In Las Vegas, counting cards is legal if you are only using your mind. If you use anything to aid you, anything at all, from a computer to a rubber band, it is illegal, and if caught your money will be confiscated and you will go to jail.
